The Department of Health Care Services (DHCS) is responsible for maintaining and supporting Medi-Cal applications. Medi-Cal offers California residents who meet eligibility free or low-cost health coverage for California residents. Medi-Cal eligibility is based upon income level for families with children, seniors, persons with disabilities, pregnant women, children in foster care and former foster youth up to age 26. Most applicants who apply through Covered California and enroll in Medi-Cal will receive care through managed health plans.
